This idl declares the id structs and other entities that causes inter-locking dependencies in network manager.

This file is created as there are inter-locking dependencies in some of the idl files. For example, in `network.idl', NetworkElementId is required, so we have to include `networkelement.idl' in the file `network.idl'. Similarly, in `networkelement.idl', we need to access NetworkId, so we have to include `network.idl' in the file `networkelement.idl'. In such a case, there is a inter-locking dependency in both files. To solve the above problem, we store both NetworkId and NetworkElementId in this file to avoid the inter-locking dependency between `network.idl' and `networkelement.idl'.

To ensure consistency, all id structs and forward declarations of interfaces in network manager must be declared in this file.
